This smart card launched in accordance with the “My Community, A Place For Everyone” initiative by His Highness Sheikh Hamdan Muhammad Bin Rashed Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council is for the identification of People of Determination and assurance of access to privileges and benefits in Dubai. 

To encourage self-sufficiency, providing driving facilities for People of Determination are among the main purposes of this card. With this, individuals with mobility limitations will still have equal access to the benefits of personal transportation.

Eligibility and Application Process

The application process for Sanad card is straightforward, although the requirements needed to be eligible differ for UAE nationals, expats and tourists.

Who is eligible?

UAE nationals, expats and tourists with diagnosed disabilities are eligible to apply. However, benefits for tourists are temporary and valid only for the duration of visit.

What are the documents required?

For UAE Nationals

• Emirates ID
• Electronic copy of medical report detailing the disability (must be from an approved diagnostic agency by the Medical Committee)
• Electronic copy of the People of Determination Card from the Ministry of Community Development
• Electronic copy of 4x5cm high resolution personal photo
• For UAE nationals with passports issued from another emirate must submit proof of residence in Dubai

For expatriates

• Emirates ID
• Electronic copy of medical report detailing the disability (must be from an approved diagnostic agency by the Medical Committee)
• Electronic copy of the People of Determination Card from the Ministry of Community Development
• Electronic copy of 4x5cm high resolution personal photo
• Proof of residence in Dubai

For tourists

• Passport copy (valid for 6 months)
• Copy of visit visa (must be Dubai-issued)
• Electronic copy of 4x5cm high resolution personal photo
• Electronic copy of medical report or disability card (if available from home country)

Benefits for UAE Nationals and Expatriates

The People of Determination card is another initiative by the government to provide support and services for PoD. Similar to the Sanad which is for Dubai residents, this card for Abu Dhabi residents also identifies the bearer as disabled and is eligible to receive the benefits and privileges decreed in the Federal Persons with Disabilities Law No. 29.
